Job description
HM Strategic Consulting is seeking an experienced Program Manager to support a high-visibility engagement with a state or local government client. This role is central to managing executive-level relationships and delivering clear, data-driven insights that support strategic decision-making within the Office of the Chief Information Officer (OCIO).
As Program Manager, you will provide leadership across program governance, performance reporting, risk management, and cross-functional coordination—ensuring IT initiatives align with organizational priorities and contractual requirements.
- Serve as the primary point of contact between HM Strategic Consulting and senior executive stakeholders.
- Build and maintain trusted relationships with OCIO leadership and key decision-makers.
- Ensure IT initiatives and program activities remain aligned with organizational goals and priorities.
- Develop, maintain, and present executive-level dashboards, reports, and briefings.
- Translate complex technical and operational data into clear, actionable insights for leadership.
- Provide regular updates on program performance, IT operations, risks, and key metrics.
- Lead program management activities, including governance structures, reporting cadences, and performance tracking.
- Establish and monitor KPIs to measure program effectiveness and outcomes.
- Ensure compliance with contractual obligations and applicable federal, state, and local IT mandates.
- Proactively identify program risks, issues, and dependencies.
- Develop and execute mitigation strategies in collaboration with stakeholders.
- Communicate risks and resolution plans clearly to executive leadership.
- Collaborate with technical teams, business units, vendors, and government stakeholders.
- Drive alignment across multiple workstreams to ensure seamless IT operations and delivery.
- Monitor project budgets, resource utilization, and contractual deliverables.
- Ensure cost-effective execution and compliance with contract requirements.
- Recommend process improvements, reporting enhancements, and technology solutions.
- Support modernization of IT service delivery, performance measurement, and reporting capabilities.
Experience & Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field; Masters preferrerd.
- Minimum of 8 years of experience in IT program and/or project management.
- Demonstrated success delivering programs and projects on time and within budget.
- Proven experience managing executive-level stakeholders in complex IT environments.
- Strong experience creating executive dashboards and data-driven reports using tools such as Power BI, Tableau, or similar platforms.
- Ability to lead cross-functional teams and align IT initiatives with business and organizational objectives.
- Solid understanding of IT operations, governance frameworks, and policy environments.
- Excellent written and verbal communication skills, including executive-level presentations.
Preferred Qualifications
- Experience supporting state or local government IT programs.
- Familiarity with OCIO environments and public-sector governance models.
- Experience with Agile, ITIL, PMP, or similar methodologies.
- Strong analytical and problem-solving skills.
